  1. Hello Prof, I wanted buying a smartphone from gearbest on Friday but PayPal declined my Mastercard when I contacted them, they said it is my CARD issuer that restricted them from going through with the transaction.
    So I contacted my BANK (FIRST BANK) and the guy in charge said it is CBN policy and it is all over and not just first Bank.

    Have you or anyone experience this recently?
